Rutherford County Property Assessor to Join Global Council for Political Renewal in Meeting on "Ethics in Politics"

Murfreesboro, TN Rutherford County Property Assessor Rob Mitchell has been invited to join as a member of the Global Council for Political Renewal and will attend their upcoming meeting on 'Ethics in Politics." The virtual meeting will occur on November 16th, in which Mitchell has been asked to participate.

The Global Council for Political Renewal exists to "bring together politicians at all levels around the world." You can learn more about their cause at www.gcpr.global.

Tennessee should remain ever vigilant in her finances. As there is an ever increasing push to expand government services there will be an attempt to find ways to fund them. It is well known that except for the Hall tax Tennessee has no income tax. Since 1949 Tennessee has relied on the sales tax as her primary source of funding. Prior to 1949 the State also had a property tax. Currently in Tennessee property taxes are only assessed and collected at the local level.

The state property tax went away but not the empowering legislation that makes it so potentially dangerous. With the simple stroke of a legislative pen it could once again be set into motion.

TCA 67-5-101 states "All property, real and personal, shall be assessed for taxation for state, county and municipal purposes, except such as is declared exempt in part 2 of this chapter, or unless otherwise provided."

Did you notice something else? "Real and Personal" property shall be assessed. Your personal property is subject to taxation. We currently only assess the personal property of businesses because the TCA code makes the "assumption" that your personal property will be assumed to have no value. All it takes to change that is a simple stroke of the pen as well.

The quick fix is to change the Tennessee Code Annotated removing the inclusion of “state” from the property tax provision. A long term fix will require an amendment to the state constitution and an outright prohibition. The time to act on this is now. We must act to prevent the taxation of our property at the State level. We should also look long and hard about the local taxation of individual personal property.

As your elected official it is my job to not only administer the office fairly and effectively but also to look out for your best interests.

Rob has created a system that would actually encourage and promote the operation of a government office as a business.
