The Music and Literacy Promotion Project (MLPP) will address low literacy and lower quality of life, by working directly with preschools in 4 cities in northern Delaware: Wilmington, New Castle, Newark, and, Hockessin.  The project will include both low quality rated preschools working to improve their quality rating, as well as high quality rated preschools. The Music Project provide 20 minutes of group music time per classroom, 20 minutes of shared reading, and will administer and evaluate “Get Ready to Read” assessments.  Educators will receive resources to continue to integrate the arts into their literacy instruction. The Music Project will work directly with teachers and parents to ensure students demonstrating developmental delays receive referrals for additional support.  Six months later, the project will be implemented in the same schools again, so that reading achievement can be measured.

In October 2017, The Delaware News Journal reported low literacy rates among youth in Delaware. Approximately 50% of all third-graders in Delaware cannot read at grade

level. In cities with a higher percentage of low-income residents, reading scores were worse with 63% of third graders in Wilmington failing to read at grade level (Bies, 2017).

Music exposure is known to promote cognitive development in children (Dumont, Syurina, Feron, van Hooren, 2017).  Equipping students to read proficiently begins much earlier than third grade and is vital to their school readiness and learning trajectory.  Research shows that early screening is imperative for identifying cognitive and socio-emotional delays or disabilities and and providing related referrals (Marks and Glascoe, 2010). The early education and care venue of preschools are an ideal screening and intervention site.
