The Native Village of Hooper Bay is the largest traditional Yup'ik Eskimo community in the Yukon-Kuskokwim (Y-K) Delta, outside of Bethel, Alaska. Hooper Bay serves as a sub-regional hub for the communities of Hooper Bay, Chevak and Scammon Bay for medical care, public safety law enforcement and state court services. However, there does not exist local access to qualified mental health professionals, Sexual Assault Nurse Examiner-Sexual Assault Response Teams (SANE-SART), forensic interviewers, forensic medical exams, attorneys, victim advocates, or other related victim services.

The Hooper Bay Sub-Regional State Court Clerk reports that 95% of the approximately 250-300 criminal court cases admitted to the court per year are domestic violence or sexual assault (DV/SA) cases involving adults or children. Additionally, this area experiences the highest rate of child abuse and neglect in the state (Rate of substantiated maltreatment among children ages 0-17, Alaska, 2015). Many of these crimes are repeat offenses, as victims in the sub-region have nowhere safe to go or essential services to support them

Domestic Violence Shelter

The Native Village of Hooper Bay and Rural Alaska Community Action Program, Inc. (RurAL CAP) will open a domestic violence shelter in the Hooper Bay sub-region in early 2020 as a result of extensive collaboration with community stakeholders. 

The goal of the Hooper Bay Women’s Shelter is to establish a trauma-informed and culturally relevant shelter facility and services for victims of domestic violence and sexual assault that reside in Hooper Bay and the surrounding villages of Chevak and Scammon Bay.
