We at R-CALF USA are a group of independent, American ranchers who take pride in the beef we raise for you and your family, and we believe everyone has a right to know where their beef comes from, and how it was raised.

If you go to the supermarket and buy beef or pork products plastered with the words "PRODUCT OF U.S.A.," you might assume that the meat actually came from domestic livestock. But you’d probably be wrong.

The USDA doesn't require beef and pork to be labeled with its country of origin, meaning multinational corporations can (and do) pass off their imported products as U.S. goods. If this seems wrong to you, you're not alone — in recent polling, at least 90 percent of consumers say they want to know where their meat comes from.

R-CALF USA has taken the USDA to court. The court agreed with us that independent beef producers are harmed by lack of COOL however, the court said it couldn't do anything to aid ranchers; that it requires executive or legislative action.  

That is why R-CALF USA is building this campaign to raise awareness for executive and legislative action. Immediately after Donald Trump was elected president, he stated he would stand up for American farmers and ranchers by reinstating COOL. But within days, the Trump administration succumbed to pressure from multinational corporations and reneged on his pledge. We are demanding Trump follow through and ensure that COOL is part of his administration’s agenda.

This administration’s trade policies must protect American producers and consumers, not just corporations, by bringing back COOL. Please help show the new administration that the public remembers the president's commitments and we demand a government for the people and not just for multinational agribusinesses. Background: We must do everything we can to get our message to President Trump before he signs the U.S.-Mexico-Canada Agreement next Wednesday, January 29, 2020. Senate Might Vote on USMCA This Week: We Must Push for COOL

We just learned the Senate might vote on the U.S.-Mexico-Canada Agreement (USMCA) this week. Please call your two Senators at 202-224-3121 and urge them to vote NO on the USMCA unless they first restore mandatory country of origin labeling for beef. Tell them the USMCA completely ignores the leading agriculture commodity from Canada and Mexico, which is beef and cattle.

We must continue the push to let the U.S. Senate know, under no uncertain terms, that U.S. cattle producers must be afforded the means of distinguishing the superior beef derived from their USA cattle in their own domestic market. Mandatory COOL is the only means by which they can do so.

The U.S. Senate might vote on the USMCA this week. This is our opportunity to push the Senate to restore Mandatory COOL.

Here is a not-so-widely known fact that you can use when calling your Senate offices to urge them to vote NO on the USMCA unless mandatory COOL is restored for beef:

Imports of beef and cattle are the leading agricultural imports from Canada and Mexico. In 2018, we imported over $4.1 billion in cattle and beef from Canada and Mexico. The second-place import was malt beverages, at $3.7 billion, well below that of beef and cattle.

Why is it that Congress does not want the largest segment of American agriculture - the U.S. cattle industry - to compete against the No. 1 agricultural import from Canada and Mexico?

ACTION: Please call before Friday to each of your U.S. Senators.

Firmly tell your Senators that they should vote NO on the USMCA unless mandatory COOL for beef is first restored for U.S. cattle farmers and ranchers. Tell them they are making a huge mistake by not including mandatory COOL in the USMCA as their failure to do so will ensure that you will not be able to compete against the No. 1 agricultural imports from Canada and Mexico, which are the combination of cattle and beef.

If they don't tell you how they are going to vote, or if they say they will vote to pass the USMCA, ask them if they will sponsor new legislation to fully restore mandatory COOL if the USMCA passes without this crucial provision.

You can reach both your Senators by calling the Capitol Switchboard at 202-224-3121 and asking for your Senators by name.

Yes, this is a long-shot but your calls will absolutely help us restore mandatory COOL for beef sooner, rather than later.

Therefore, we must continue the push to let the U.S. Senate know, under no uncertain terms, that U.S. cattle producers must be afforded the means of distinguishing the superior beef derived from their USA cattle in their own domestic market. Subject: Your U.S. Representative Needs to Hear Your Opposition to USMCA

Background: The U.S. House of Representatives is preparing to debate and vote on the United States-Mexico-Canada Agreement (USMCA). The meatpacking lobby is pulling out all the stops to convince the House that they should support the USMCA.

The USMCA is a strawman; it is hollow, and it will ensure that multinational packers can continue to import cheaper, undifferentiated beef to keep your cattle prices depressed. Here is why:

• The USMCA will increase cattle supplies available to packers by 30% by rolling the Canadian and Mexican cattle herds into the U.S. herd.
• These increased supplies will be cheaper and undifferentiated, meaning the packers can import cattle from Canada and Mexico and send all the meat into the export market as a product of the United States.

We know increased supplies lead to decreased prices. That’s exactly what the meatpacking lobby wants and exactly what the USMCA will do.

The USMCA provides you with no ability to distinguish your superior beef because there is no country-of-origin labeling requirement in the agreement.

The USMCA will cause more damage to the U.S. cattle industry than the original NAFTA caused. That’s because:

• The U.S. cattle industry is much weaker today after 25 years of NAFTA. We have fewer cattle producers, fewer feedlots, fewer livestock auction yards, fewer packers, and fewer cattle.
• Thus, the USMCA will have a greater, negative impact on our U.S. cattle industry because we will be starting this agreement in a much weaker state, with much of our competitive infrastructure already dismantled, and that means our industry will be much more price-sensitive to cheaper, undifferentiated imports.

ACTION: Please make two calls to your U.S. Representative:

1. Make the first call immediately and let your Representative know that the USMCA will harm U.S. cattle producers and it should be voted down unless mandatory country-of-origin labeling (mandatory COOL) is fully restored for beef.
2. The day after your first call, make your second call to your Representative and ask him/her if he/she is going to support America’s cattle producers by voting NO on the USMCA unless mandatory COOL is fully restored for beef.

These two calls, made on separate days, will strengthen your message because the first call tells them what you want and the second call forces them to decide if they are going to support or ignore U.S. cattle producers, who comprise the largest single segment of American agriculture.

Billings, Mont. – R-CALF USA, the nation’s largest producer-only cattle trade association that lobbies on behalf of America’s cattle farmers and ranchers released the following statements today following announcement of an agreement between House Democrats and the White House on the United States-Mexico-Canada Agreement (USMCA).

“Once again the House of Representatives and the White House have reached an agreement on a measure that will provide windfall profits for Agribusiness giants at the expense of America’s hard-working cattle farmers and ranchers.

“Although the U.S. cattle industry is the largest segment of American agriculture, making it an unsurpassed economic cornerstone for Rural America, the proposed USMCA does absolutely nothing to change provisions impacting cattle and beef trade between the United States, Canada and Mexico.

“In fact, the new USMCA is worse than the old NAFTA because at least for several years during the old NAFTA American cattle farmers and ranchers received the tool they needed to finally compete against the growing volume of cheaper imported beef and cattle from Canada and Mexico. From 2013 through 2015, mandatory country-of-origin labels for beef empowered America’s cattle producers to finally begin competing against this growing tide of cheaper, undifferentiated foreign beef.

Billings, Mont. – R-CALF USA applauds today’s introduction by Senator Jon Tester (D-MT) a congressional resolution calling on the rest of Congress to “reinstate County-of-Origin labeling for pork and beef to allow consumers to make an informed and free choice about where their food comes from.”

Country-of-Origin Labeling (COOL) was passed by Congress in 2002 and required retailers to affix labels denoting the country of origin of many food products, including beef. However, COOL was not fully implemented for beef until May of 2013.

Upon its 2013 implementation for beef, the COOL law mandated that the foreign labels on all imported beef be retained through retail sale, meaning all the way to the consumer. It also required all beef from animals slaughtered in the U.S. to be labeled as to where the animal had been born, raised and slaughtered.

“With these two essential provisions, consumers were accurately informed as to which beef originated exclusively in foreign countries, in one or more countries, and which beef was exclusively produced by U.S. cattle farmers and ranchers right here in the United States,” said R-CALF USA COOL Committee Chair Mike Schultz.

Schultz said the 2013 implementation of COOL coincided with stronger cattle prices that helped strengthen America’s shrinking cattle industry.

He also said that COOL’s implementation triggered an all-out assault on the COOL law by the trade group representing the largest U.S. beef packers, the National Cattlemen’s Beef Association (NCBA), and the NCBA’s counterparts in Canada and Mexico who, together, filed an unsuccessful lawsuit in an attempt to repeal the COOL law.

Though the lawsuit reaffirmed the constitutionality of COOL, the countries of Canada and Mexico, which did not want American consumers to know that significant volumes of beef sold in the U.S. was imported, succeeded in convincing the unelected and unappointed World Trade Organization (WTO) to rule that COOL for beef violated global trade rules.

In late 2015, the U.S. Congress caved in to the WTO and repealed COOL for beef and pork. Since COOL’s repeal, consumers have been unable to differentiate foreign beef from U.S. beef and U.S. cattle producers have been unable to compete against the increasing influx of foreign beef and cattle.

“Senator Tester’s resolution calling on Congress to reinstate COOL for beef and pork is the start we have been waiting for to help us encourage Congress to once again provide us the tools we need to compete in our own domestic market,” said Schultz.

“Importantly, today’s by-partisan resolution supports and compliments President Trump’s directive that Americans start buying and hiring Americans,” Schultz pointed out adding, “Until COOL for beef is once again the law of the land, consumers have no way of helping America’s cattle farmers and ranchers by buying American Beef.”

Schultz said calls are needed now to get every U.S. Senator to support Senator Tester’s resolution to reinstate COOL for pork and beef. He urged both consumers and producers to contact their U.S. Senators’ offices in their state and also to contact their Washington, D.C. offices at 201-224-3121, and asking for their Senators by name.

We need Congress to restore COOL for beef and this will only happen if your Senators and Representatives commit to introducing legislation to do so. Contact information for every Senator and Representative seeking 2018 re-election is listed at www.labelourbeef.com.

Call and e-mail each of your Senators and Representatives and get them to commit to introducing COOL legislation right now if they want you to vote for them again, and hold them to it (meaning you will want to call each of them on a regular basis until COOL is restored), as they are being constantly pressured by the opposition.
